Katrina’s Legacy: Genocidal Climate Crimes is the culmination of Eric Mann’s ten- year exploration and organizing in support of the Black Nation in New Orleans. It is based on his revolutionary theory and practice at the intersection of the Black, Third World, and Climate Justice revolutions.

Katrina’s Legacy integrates Black Revolutionary Thought, urban sociology, environmental and climate studies, U.S. and Third World history—informed by Mann’s decades of work with the Congress of Racial Equality, Students for a Democratic Society, the United Auto Workers and the Labor/Community Strategy Center.  Mann’s last two books —The Seven Components of Transformative Organizing Theory and Playbook for Progressives: The 16 Qualities of the Successful Organizer theory challenge Saul Alinky’s narrow, instrumentalist Rules for Radicals.  Katrina’s Legacy provides the history, strategy and tactics for movement organizers today.

In 2006, Mann wrote Katrina’s Legacy: White Racism and Black Reconstruction in New Orleans and the Gulf Coast. It has been used by movement groups, college and high school faculty. Now Frontlines Press is publishing Katrina’s Legacy: The Black Nation and the People of the World Confront the U.S. Empire and its Genocidal Climate Crimes. The new edition, 400 pages, also includes the 2006 edition in entirety. The original Katrina’s Legacy  focused on New Orleans in the wake of Katrina, an essay on Black history from 1865 to the present,  the fight for a Black nation, and environmental and climate justice demand development.

The new edition of Katrina’s Legacy goes beyond Naomi Klein’s general critique of capitalism and climate change to situate the Sixth Extinction in the White, Christian, European/U.S., feudal, capitalist, imperialist economic, social, and ideological system.  Mann argues that U.S. and European imperialism went beyond the exploitation of labor to carry out genocide and genocidal climate crimes as coherent policies. This is reflected in a gripping chapter: “Hurricane Katrina: Anatomy of a Genocidal Climate Crime.”

Mann analyzes the recent United Nations Framework Convention on Climate Change where the Strategy Center played an active role. He challenges President Obama’ destructive role in Paris as American Deceptionalism in the chapter “What Are We Going to do about the United States.”

Katrina’s Legacy ends with structural demands: Self-Determination and Reparations for the Black Nation, the immediate return to New Orleans of 100,000 Black internally displaced people, cutting U.S. Emissions by 50 percent of 1990 levels by 2025, No Cars and Tanks in L.A. and the U.S. to challenge the auto and military colossus.
